I went to the ITG2 arcade for the first time today and noticed that along with screenshots are verification files as well. Am I supposed to do anything at all when I upload the actual screenshots?

absolutely. if you don't tie the .sig file in with the .jpg, you are unrightfully posting false scores. in fact, groovestats will be given the ability to charge you with fraud/forgery and you could be punished with a $1000+ fine and/or a maximum 6 months in prison.
